On November 8, 2024, Peng Dan, President of the Institute of International Economic Strategy, led a high-profile delegation of business leaders from Henan and Shenzhen to meet with the Secretariat of the Preah Sihanouk Multi-Purpose SEZ Master Plan (MPSEZ).

The group, representing major enterprises, explored investment opportunities in Cambodia’s strategically positioned in Preah Sihanouk Province.

Peng highlighted how shifting global trade dynamics, potential trade tension under Trump administration, are creating a pressing need for businesses to diversify production bases outside of China.

During the meeting, His Excellency Chea Kok Hong, Secretariat Director of the MPSEZ, affirmed Cambodia’s readiness to work with Chinese investors, detailing the Preah Sihanouk Master Plan’s vision of transforming Sihanoukville into a major logistics, tourism, and industrial hub.

He highlighted that Cambodia has positioned itself as a prime destination for these relocations, building a welcoming investment ecosystem designed to attract foreign enterprises and support their sustainable growth through regulatory improvements, infrastructure upgrades, and incentives designed to support Chinese enterprises relocating to Preah Sihanouk Province, ultimately strengthening the China-Cambodia partnership and driving shared economic growth.
